Seed conversation 14 - Technical - TLS 1.2 only: which client libraries are affected?

Seed data for the Community automation suite (Technical, Technical announcements). After the announcement that Online will only accept TLS 1.2 connections, we would like to know whether the older NetServer proxy NuGet packages (8.x) need to be upgraded or if a .NET runtime setting is enough.
